RFP ES-2018-03: Lumby Flood Mitigation Plan

The Village of Lumby has experienced significant flood events on several occasions in recent years. Temporary, non-engineered flood barriers (earthworks) were installed on an emergency basis in 2017; these flood barriers (earthworks) currently remain in place. A flood inundation mapping study was initiated in 2017 using a 2-Dimensional river hydraulic model. The next step involves the development and ranking of structural and non-structural flood mitigation options, such as berms, flood walls, etc. and the creation or updating of related bylaws. Furthermore, in 2016 the Village of Lumby purchased an 84 acre parcel of land located along highway 6 at the west entrance of the municipality (civic address is 1826 Shuswap Avenue, Lumby); the Village would like to know if/how this property could be used for flood mitigation.

To accomplish this the Village of Lumby applied to the National Disaster Mitigation Program, Stream 3: Mitigation Planning and was awarded a grant for project costs up to $237,000. 

The municipality is interested in contracting a professional, experienced consultant to develop a Lumby Flood Mitigation Plan. It is the Village's preference that the project be concluded during 2018 if possible.
